{"id":15032,"date":"2026-03-25T11:36:12","date_gmt":"2026-03-25T11:36:12","guid":{"rendered":"https:\/\/consulai.com\/?post_type=artigo&#038;p=15032"},"modified":"2026-08-24T09:24:35","modified_gmt":"2026-08-24T08:24:35","slug":"proposta-quadro-financeiro-plurianual-2028-2034-2","status":"publish","type":"artigo","link":"https:\/\/consulai.com\/en\/artigo\/proposta-quadro-financeiro-plurianual-2028-2034-2\/","title":{"rendered":"Multiannual Financial Framework Proposal 2028\u20132034"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong><span style=\"font-size: revert; color: initial;\">In July 2025, the European Commission presented a proposal for the Multiannual Financial Framework for the period 2028 \u2013 2034.<\/span><\/strong><\/p>\n<div>\n<p style=\"text-align: justify;\">A <strong>16 July 2025<\/strong>, the Commission presented the <strong>Multiannual Financial Framework (MFF) proposal<\/strong> for the period <strong>2028<\/strong> a <strong>2034<\/strong>, worth nearly <strong>2 billion euros<\/strong>, representing a <strong>growth of around 65%<\/strong> in light of the latest QFP, and corresponding to <strong>1.26% of the EU\u2019s average gross national income<\/strong>. A <strong>CONSULT<\/strong> provides a simple and direct summary of what this proposal (or what is known of it at this stage) changes, or may end up changing, in the <strong>Common Agricultural Policy<\/strong>, and what impacts can be foreseen for Portugal.<\/p>\n<p style=\"text-align: justify;\"><strong>The Essentials of the New Multiannual Financial Framework<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>New architecture:<\/strong> Member State-managed funds are to be integrated into a single instrument \u2014 <strong>National and Regional Partnership Plans<\/strong> \u2014 bringing together Cohesion, the European Social Fund and Agriculture into a single strategy.<\/li>\n<li>According to the Commission, the <strong>PAC remains \u201cat the centre\u201d<\/strong> of these plans, with simpler rules, lighter controls and more agile payments, but, in fact, the CAP, which represented about 30% of the Community budget (and Cohesion an identical weight), will now be integrated into a single Fund (Cohesion, CAP and others) representing about 45% (that is, overall they go from about 60% of the Community budget to 45%).<\/li>\n<li><strong>New priorities<\/strong> which impact agriculture: European Competitiveness Fund (clean industry, bioeconomy, agritech) and strengthening crisis preparedness.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>CAP numbers in the proposal<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>\u20ac865 billion<\/strong> for the Partnership Plans (which include agriculture, but also cohesion and others).<\/li>\n<li><strong>\u20ac300m \u201cring-fenced\u201d<\/strong> (reserved term) to support farmers' income.<\/li>\n<li><strong>Safety Net (\u201cUnity Safety Net\u201d): \u20ac900m\/year<\/strong> to respond to sectoral crises. In addition, an agricultural reserve is maintained to stabilise markets when necessary.<\/li>\n<li><strong>Convergence per hectare:<\/strong> introduces minimum and maximum values per ha to make payments more uniform between countries (an evolution of \u201cexternal convergence\u201d).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>How Does Portugal Stand Given the Known Information?<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>National \u201cpartnership\u201d envelope:<\/strong> Portugal emerges with <strong>\u20ac33.5 billion<\/strong> (at current prices) for the Partnership Plan 2028\u20132034 as a whole, of which <strong>\u20ac31.6 billion<\/strong> general cake (where agriculture is), <strong>\u20ac0.9 billion<\/strong> for migration\/security and <strong>\u20ac0.9 billion<\/strong> to the Social Climate Fund.<\/li>\n<li>Bones <strong>direct payments<\/strong> there will be rules of<strong> min\/max per ha<\/strong> what <strong>they can<\/strong> favour countries below the average \u2014 where Portugal is situated.<\/li>\n<li><strong>There is an effective reduction in annual CAP support for Portugal<\/strong>, as the annual average drops from \u20ac1.22 billion (2023\u201327) to \u20ac1.06 billion (2028\u201334), which represents a <strong>a loss of around 13%<\/strong> in nominal terms, exacerbated by projected inflation.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>CAP Design Changes of Interest to Portugal<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>A \u201cstart-up package\u201d is created for Young Farmers<\/strong>, which includes installation support, investment top-ups, young farmer income support and advice.<\/li>\n<li><strong>Risk management measures<\/strong>, with reinforcement and clear eligibility of insurance and sectoral instruments.<\/li>\n<li><strong>Supports connected<\/strong> retained for sectors with specific difficulties.<\/li>\n<li><strong>Investment and transition<\/strong>focus on water resilience, soil fertility and health, renewable energy in farming, digitalisation and rapid diffusion of innovation (national AKIS).<\/li>\n<li>O <strong>LEADER<\/strong> continue with a focus on rural areas.<\/li>\n<li><strong>Administrative simplification<\/strong> single rules for the CAP and more linear payments in the Partnership Plans.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Future Discussion Points with Impact for the Sector in Portugal<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Independence of agricultural funds<\/strong> within the overall Community budget.<\/li>\n<li><strong>Quantification of the PAC envelope<\/strong> within the Partnership Plan.<\/li>\n<li><strong>External convergence EUR\/ha:<\/strong> pinpoint where the proposed ceiling sits vs. the Portuguese national average, in order to assess gains\/losses.<\/li>\n<li><strong>Backup \/ Safety Net: c<\/strong>how to act quickly in cases of droughts, fires or market problems \u2014 key to our peripheral and Mediterranean (and Atlantic) location.<\/li>\n<li><strong>Synergies with the new Competitiveness Fund and with Horizon Europe<\/strong> for technological scaling (bioeconomy, agro-digital, smart mechanisation).<\/li>\n<li><strong>Update to support values:<\/strong> We have seen a reduction in real terms in support for the agricultural sector (due to inflation), estimated at 20% to 30% since 2021, in constant prices. It is a fundamental debate.<\/li>\n<li><strong>Partnership Plan Governance:<\/strong> ensure the voice of the sector and transparency.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The 2028-2034 CAP reform brings simplification, but also demanding choices. The challenge has been laid down and requires dialogue, transparency and strategic decision-making capacity.
