{"id":18318,"date":"2026-03-01T09:38:00","date_gmt":"2026-03-01T09:38:00","guid":{"rendered":"https:\/\/consulai.com\/artigo\/industria-agroalimentar-novo-quadro-apoio\/"},"modified":"2026-10-29T10:45:16","modified_gmt":"2026-10-29T10:45:16","slug":"industria-agroalimentar-novo-quadro-apoio","status":"publish","type":"artigo","link":"https:\/\/consulai.com\/en\/artigos\/industria-agroalimentar-novo-quadro-apoio\/","title":{"rendered":"What changes with the new framework for support to the agri-food industry"},"content":{"rendered":"<p>For several years, the framework for investments in the processing and marketing of agricultural products was marked by excessive complexity that did little to benefit the promoters and, in many cases, ended up hindering economically sound projects. The \u201cborderline\u201d between <strong>European Regional Development Fund (ERDF)<\/strong> (Partnership Agreement Portugal 2020 (Portugal 2020)) and <strong>European Agricultural Fund for Rural Development (FEADER)<\/strong> (<strong>PDR2020<\/strong>) relied on criteria that were difficult to apply in an objective and predictable manner, giving rise to ambiguous situations related to the origin of the raw material, the location of the industrial unit or the nature of the promoter. Moreover, with the successive changes that have occurred in the regulations of Portugal <strong>2020<\/strong> and do <strong>PDR2020<\/strong>, A negative discrimination was created for the <strong>Producer Organizations<\/strong> (OPs) and promoters with their own raw material. The result was a scenario of uncertainty that penalized decision-making and delayed significant investments in the agroindustrial sector.<\/p>\n<p>The new <strong>Partnership Agreement<\/strong> and the regulatory amendments approved at the end of <strong>2025<\/strong> they finally resolved this \u201cknot\u201d and very clearly simplified this \u201dborder\u201d. The deliberation of the <strong>Interministerial Commission<\/strong> of the Coordination of <strong>Partnership Agreement<\/strong> <a href=\"https:\/\/portugal2030.pt\/\" target=\"_blank\" rel=\"noopener\">Portugal 2030<\/a> (Portugal 2030), approved in <strong>November 24, 2025<\/strong>, and its subsequent regulation through the <strong>Decree No. 429\/2025<\/strong>, of <strong>December 4<\/strong>, They came to unequivocally clarify the delimitation of the intervention between <strong>FEDER<\/strong> (now Portugal) <strong>2030<\/strong>) and <strong>FEADER<\/strong> (now <strong>Strategic Plan of the Common Agricultural Policy (PEPAC)<\/strong>) in support of the transformation and marketing of agricultural products.<\/p>\n<p>The definition of a single and clear threshold of <strong>2 thousand<\/strong>The \u20ac100 million in total investment for these operations, when framed within Annex I of the Treaty on European Union (EU), represents a significant advance in terms of simplicity, transparency and predictability.<\/p>\n<p>The rule becomes easily understood and applied, drastically reducing the space for divergent interpretations and for decisions based on criteria that say little about the actual merits of the investment.<\/p>\n<p>This simplification has very relevant practical effects. First and foremost, it eliminates the need to analyze, on a case-by-case basis, whether the raw material is predominantly own-produced or purchased, or whether the processing unit is located within or outside the agricultural holding. The focus finally shifts to what truly matters: the scale, ambition, and impact of the project. And more importantly, the <strong>Producer Organizations<\/strong> they are no longer excluded from the measure.<\/p>\n<p>One of the most positive aspects of this new framework is the creation of clear opportunities for medium-sized projects, particularly in the range between <strong>1<\/strong> e <strong>4 thousand<\/strong>These investments, which correspond to a very significant part of the modernization of the national agro-food industry, were often in a gray area: too large for the banks to finance them. <strong>FEADER<\/strong> and at the same time, too small for the <strong>FEDER<\/strong>. With the new delimitation, the projects that exceed the threshold of the <strong>2 thousand<\/strong>Euro banknotes can now compete for <strong>System of Incentives<\/strong> to the Innovative Productivity of Portugal <strong>2030<\/strong>, creating a financing route that until now had practically been closed to many developers in the sector.<\/p>\n<p>It is important, however, to underline that this opportunity comes with a high degree of demand. The Innovative Production of Portugal <strong>2030<\/strong> it is not <strong>a measure<\/strong> the agricultural sector. It is a cross-cutting instrument, where agro-industrial projects compete directly with projects from all sectors of the economy. The criteria for merit analysis are complex and multidimensional, evaluating the degree of innovation, the contribution to competitiveness, the creation of added value, the orientation towards external markets, economic sustainability and the structural impact of the investment on the region. It is not enough to have a good project from a technical or productive point of view. It is necessary to clearly demonstrate its strategic relevance in a highly competitive context. In addition, the maturity requirements of the projects assume particular importance. According to the current regulations, whenever investments involving works subject to prior control are involved, it is required that the architectural design be approved by the competent authorities, or that a favorable prior information request be submitted, duly accompanied by all legally required opinions.<\/p>\n<p>In return, for that <strong>a project<\/strong> In order to be eligible, there cannot be any firm commitment to start the investment before submitting the application. Contracts, awards, orders or equivalent acts can irreparably compromise access to funding.
